The Effects of National Basic Livelihood Security System on its Recipients¡¯ Saving

Abstract

This paper examines how much, if any, the National Basic Livelihood System(NBLSS) increases its recipients¡¯ savings, using 3th and 4th wave panel data from KWPS (Korea Welfare Panel Study). To overcome previous study¡¯s methodological weaknesses, especially selection bias, I applied matching procedure based on a propensity score matching. Matching process was performed by using STATA software. The major findings are as follows. The first, NBLSS didn¡¯t influence NBLSS recipients¡¯ financial assets. I found that treatment¡¯s group expected financial savings are not lower than control¡¯s expected financial savings. The second, NBLSS lessened its recipients¡¯ debts. NBLSS recipients¡¯s debts are lower than non-recipients¡¯ debts.
